Does Strategic movement cost CPP to units. And strategic movement is now from one railyard to another for embark disembark purposes.

no, SMP preserves the existing CPP, but you have a 10% penalty to entrain or detrain

you can embark/disembark anywhere but it costs less rail cap and SMP if you do it at a railyard (the bigger the better). You can see the embark etc cost for a given hex at the top of the UI screen as:

Less cost on Railyard is a really nice touch..
