I don't quite understand. How is GER 2722 MPPs spending normal in early 1940? I have never seen anything close to that. There is no plunder, they collected 1034, from where does missing 1700 come?
There is also a lot of missing collected MPPS for Italy and Japan, not only for what appears as having been spent on units, but also quite a bit on Research as well, including for Germany. It can also be noted that most of what appears as 'mysterious/deficit' spending, relative to collected MPPs, seems to have all occurred around the same time, i.e., Dec 1939 to early Jan 1940.
