Italy occupied all of Tunisia and Algeria, overrunning every city on the map, before France surrendered. Yet after France surrendered via the armistice creating Vichy, all the Italian forces in those areas were returned to the Italian force queue and it became Vichy. So not only did I waste the effort and resources, to add insult to injury, I have all those units that were in Tunisia and Algeria go back in my queue on 16 Sep 40 and not available till 22 Nov 40 - five game turns, when they were already built units. Is that an oversight or deliberate? If deliberate, then the only way to keep these conquered territories is to totally defeat France without negotiated peace?

Yes, the game works like this, you must wait for the Vichy formation to invade Algiers or defeat France completely and get all its colonies.

Okay, so where in the manual does the game tell you this? Frustrating to spend game time doing this only to have it undone.

Its not in the manual, its in the Turn Report of the opening screen of the Europe 1939 scenario and the Game Notes under Reports.

on the one hand, this does feel gamey.

on the other hand, the axis player gets A LOT from france surrendering. so perhaps this keeps things a bit more balanced.
