Curious what the reason is that subs can attack when not adjacent while fleets cannot.

Wondering whether fleets having an attack range similar to subs would give fleets a better chance at naval superiority. Issue is they have to use an operation point just to move adjacent - having an attack range would give them the ability to attack twice.

Fleets are grouped together and move together.

Sub groups are considered spread out and limited in numbers on the map. It is also about balance and a counter advantage.
