Beginning of first turn, why is my Manpower bigger than my Population in the single zone I currently run?

Specifically, 64.4k total Manpower and 55.5k Population

it counts Free Folk in your territory.

Actually, "population" doesn't include free folk, which has its own total. "Population," middle left on the lower panel, under the city level indicator, includes all non-worker population. The number under that, "Workers," includes just workers. Both of those two numbers should add up to "Populace" on the far left, where it gives the populace and the "Next Level" needed to increase the city size. The number of free folk is given under the "next level" number.

So having more workers than population just means that the overall populace of the zone has more workers than non-workers. It would be less confusing if "population" was called something like "private citizens" and "workers" was called "public workers." Hovering over the tool tips should explain everything.

Or "Civilians". Divide population into "Workers", "Civilians" and "Military".

Will such a distinction translate into other languages?

Or possibly:
* public servants
* (private) citizens

with public servants + private citizens = population.

Military (and also colonists) are separate anyway.

This is not what I am getting

On Zone Populace screen I get 55.5k
On Manpower screen I get

64.4k Total Manpower
55.5k Population
4.5k Soldiers
2.9k Recruits
1.5k Workers

Looks to me like Total Manpower is the sum of Population, Soldiers, Recruits and Workers

Zone populace is the same as Population (everyone bar Soldiers, Workers and Recruits)

Populace is however Population + Workers

Seems to me the main confusion is using far too similar terms to show completely different numbers.

What Manpower screen are you looking at? I don't see a Manpower screen. I could have missed a report that you might be referring to.

You are kind of getting tied up in the terminology. (Which is not hard to do with similar sounding terms, as you point out.) As the tool tip says for the Population number, Workers + Population = Populace of Zone. If you are seeing another screen that says something about Total Manpower, I would be confused as well.

Could you upload a screenshot to show us what you are looking at?

Total manpower includes workers and such those small numbers at the bottom.

Ahh! I didn't think of the statistic reports. Sorry about that!

Yes, "Manpower" is probably a misleading term to use, but I agree with Twotribes that it is just a summing up of all the other numbers under it. (Including Free Folk, so I was wrong in response to Lovenought if he was also talking about the Statistics screen Manpower.)
