Just to be clear, the save I was referring to was accessed later as a test, before the Secret Service council was enacted, to see if there was a problem then. There wasn't, SupCom was rolling then. After enactment was finalised, SecSrvc was rolling. But in the interim, after initiating SecSrvc but before filling the post, Secretary was rolling.

No, it's work as intended. Secretary will temporary take the director job if leader died/revoked/retired. SupCom manage spies before Secret Service is created, after it it's a job of Secret Service. But as it's lacking leader now - secretary take this place.
Think about it like you're trying to prevent one man taking too many influence by leading several councils at once. Politics, you aren't immortal God-Emperor (yet).
