How can I access the ship build screen to halt/accelerate builds ?

As Japan, you won't see the estimated builds/build screen till turn 2, if using dynamic (+/-) reinforcement dates if I remember correctly. Might be the same for static reinforcement dates as well. On turn 2, you will be able to halt/accelerate whatever you wish.

It's in the Japanese Ship Reinforcement Availability & Arrival screen. When you do see it, the build rate will be to the right of the ETA column.

The game does not populate all of the arrivals queue until the first turn is run. It can't do so until it knows what setting was chosen for variable arrivals (+- 15, +-30, no variance)

One less thing to do on turn 1.

I was always a big proponent of stretching a lot of turn 1 drudgery into week 1. I started a game (Dec 8 start) as Japan with I think only three clicks once.
