I can't decide whether this is a bug or WAD:

In my most recent game, I got one of those "Adventurers have discovered a really cool place only 30 hexes from your zone!" decisions early on. I decided not to accept the offer. The militia unit eventually went away, but every so often the opportunity to take the location continues to appear, and every time I say no, one of my factions gets mad about it.

Surely this isn't how it's supposed to work, is it? Shouldn't a negative decisions at the first offer give you a hit and then the decision and the hexes you control revert to whatever the local owner would be?

I concur. This might be more at home in the Suggestions and Feedback sub forum, eventually Vic will have a look at it and ask you for a save file if it is indeed not WAD.
