Here's a situation [B1147.4] where ships can consume fuel while stopped.
If a ship with no course is given a manual throttle setting, then it will continue to consume fuel at the throttle setting rate, even though it is not actually moving.
To cause this, take any stopped ship that has no course set, use F2, and give it a throttle setting.
This is most likely to happen accidentally, such as when the player sets the speed, and intends to set the course next, but gets interrupted before the course setting happens, and then forgets to go back and change it. This can lead to fuel exhaustion in ships the player believes are anchored in long scenarios.
The attached example has a couple of Perrys in this condition.
