Ships destroyed in port by land units...wtf?

I don't understand how a naval unit docked in a port can be attacked from a hex that would seem inappropriate simply because of how far away it is.

In the image below, I can understand how the sub can be attacked from the hexes with the arrows and in those directions, but how is that an enemy unit like the German infantry corps stationed in the Konigsberg Defenses to the south, can attack and obliterate the sub from across the Curonian Lagoon!

The units inherent artillery capability. Any land unit includes anti-tank, aa and artillery capability. This is abstracted.
