Guaranteed Proficiency Gain not working

The way I read the hover text, if you fulfill those requirements, you are guaranteed to gain the proficiency. This is in addition to the percent chance you have every turn to get the proficiency.

This is not working. I've had Democracy above 60 for something like 20 turns, and still haven't gained Conflict Resolution.

My understanding is that this isn't how it actually works. If you look in the management tab under prof, it will show the chance you have to gain/lose proficiencies. There's also a report on proficiencies that show these numbers. Tooltip should be changed though.

The tooltip is missleading.
Look at Management, Profile. It is propabilistic each turn you are above and how far above you are.

A bunch of other things like veterancy Level Gain work the same.

Yes, I mentioned the percentage chance. However, that percentage chance does not require the relevant Profile to be the highest.

The way I read it, the "Gain at Profilex X and Y turns the highest" is a guaranteed gain that is in ADDITION to the percentage chance.

I think those turn numbers are the earliest you can get any one profile.
But there is a chance they have been totally dropped.

At the least, the Tooltip is a clear bug

No the tooltip is in fact correct, but the Management Window is not. I am going to fix this in the new Open Beta later today.

Is this *consecutive* turns as the highest, or are the stats on parallel upgrade tracks that are suspended whenever you fall below the threshold?

Hi Vic,

after this update in some of my games the "X rounds the highest" isn't counting down. I'm not exactly sure of the cause - maybe if the game was started before the beta patch and the profile already was the highest when the patch was applied? I'll send you two saves per E-Mail where that is happening.
