Why aren't supply trucks able to be used for oil?

You need to elaborate more on this. Oil is automatically calculated.
Supply trucks are ammo, food, water, and spare parts.

So supply for oil is set and can not be tactically increased in a unit by using a supply truck (even at the expense of oil used in another theater or unit)? What makes supply trucks represent only ammo, food, water, and spare parts? Wouldn't the same internal mechanism used to calculate the use of those supply's also be used to calculate oil use as seen in the reports of what is needed for maintenance each turn?
Another thing that's happened to me is I see I'm going to get 70 oil next turn, and I have 56 saved, next turn I should have 126 less 18 used for maintenance and less 12 sent to say Italy, leaving me with 96 oil at start of turn... but instead I only have 67 oil at start available for use without any explanation where the rest of my oil went. Is this WAD?

Oil is spent for supplying units that are not located on a level 9 supply hexes.

You might be looking at the wrong rules set. I have a new one up on the beta side links. Oil uses 1 for 3 not 1 for 10 in maintenance now.

Thanks ncc 1701e and Alvaro... a very informative thread link. Still not an easy calculation to do in my head but the gist of it is don't attack with armor/air power every turn, stay on rail hexes whenever possible, keep ships in port unless absolutely necessary (for the Axis anyways, as Allies don't have to worry about running out of oil).
It also means I'll rethink my Eastern Front strategy in the future, as against any decent Allied player, Germany will have to get oil to continue the campaign as there just isn't enough.

Germany does have to think about oil in the game. Otherwise why have it in there as a resource. Here is one helpful hint. Once Italy is in the way if you are close to capped you can send them your spare to feed them so it isn't wasted.

Are you saying that there is an updated Manual? If so, that is great. But I looked in beta links thread and couldn't find it. Of course I can never find the mustard either, even when it is on the same shelf in the fridge it is always on. Any chance of posting the link here?
