In the "Good Shepherd 1978" scenario from the Silent Service campaign, the event that fires for the merchants arriving safely at port doesn't seem to be consistently firing properly.

I think this may be related to a Lua scripting issue because when I went into the editor and just cheated to move one of the merchants into the zone, it worked fine.
