Some Soviet elements have a fixed number that can be built each turn eg Cavalry Squads 200, Motorcycle Squads 37 etc.

And some elements have a % of what can be built eg you can only build 25% of what is required per turn (I think).

Is this documented somewhere?

I think this is it. I tmeans that most of the time there is a shortage of these elements.

Example Cav Squads - production will build 200 (upper limit) or 87% of requirements. If you need 100 you get 87, 200 then 174, 300 then 200, 1000 then 200....assuming ample manpower and aps

Cavalry Squads 200 87%
Cavalry Squads 43 250 86%
Motorcycle Squads 37
45mm ATG M42 200 60%
57 ATG 150 60%

107mm Mortar 97%
76mm Field Gun ZiS 61%
45mm ATG M37 68%
76mm ATG ZiS 73%
76mm Infantry Gun 90%
76mm Field Gun F-22 59%
122mm Howitzer 40%
37mm AA Gun 79%
82mm Mortar 95%
120mm Mortar 91%
7.62mm MG 94%
12.7mm AA MG 96%
14.5mm AT Rifle 98%
50mm Mortar 94%
85mm AA Gun 60%
107mm Field Gun 20%
152mm Gun Howitzer 21%
76mm AA Gun 65%
85mm AT Gun 36%

I don't think this is documented, but you can find the details through the editor. Or probably easier if you just export the CSV's.

Germans can only build 40 cav squads per turn.

AFAIR the percentage is depending on armament cost - the higher the cost the lower the percentage (unless manually set).

Cav squad limits were set to prevent massive overbuilds - even the soviet did not have sufficient horses. Plus AFAIR there was an old trick/workaround to massively build cav divs and later cav corps to have lots of good mobile units by early 1942.
