I have played a lot of PC games out there, Distant Worlds is pretty much the only game which attempts to simulate a realistic galactic atmosphere packed with transports, passenger liners, freighters, Mining stations, Pirates, smugglers, space creatures etc.

One thing which always excited me in most space opera's is the darker sides of these galaxies. Like the outer rim in star wars, Terminus systems in Mass Effect etc. We have gotten quiet close with DW, but i feel that we aren't there yet. Hence i had a idea on how to enhance this aspect of the game to recreate a more realistic galactic atmosphere in most of your games. Though i don't have the slightest clue if this could be implemented in the second iteration of the game. I felt this was an interesting topic to debate on.

Pirate/Crime Worlds

Every space opera has their crime capital, or those worlds which end up being centers of smuggling, slavery and den of all illegal substances and activity. I believe this should be something any pirate empire can create or even a normal empire can create which might end up with a lot of negative diplomatic penalties. One simple thing we can start with is the ability to change policies on your planet. Every planet could have policies which you can disable and enable based on the crime rating.

-Slave Trade
-Anything else you can think of.

We will try to go into further detail with each of these options. As a beginner, enabling all these options allows the other pirates to setup bases on your planet which they can build and expand upon. Not only do they pay you for building these, but any revenue these building's generates is shared among both the pirates and the Empire which owns the planet. Allowing these planets to be immensely profitable to setup.

These options could increase the entertainment value, hence increasing tourists, increased chance of smuggling in resources, adding population by hook or by crook etc... Ill try to go into a bit of detail here. Democracy and Republic should be barred from setting up any Pirate Worlds, but others could follow suit.

Smuggling - Maybe Pirates who have already setup bases here should get a considerable bonus when we demand for any strategic or luxury resources by means of smuggling. Smuggling of resources should start seriously impacting nearby empires to give that empire a negative modifier in diplomacy. Or an enemy empire who has setup a similar planet near your borders should impact your nearby colonies enough for you to take military action.

Not only do these planets end up being a pain in the butt, but could also end up being your savior when you are desperately in need of any strategic resource.

Slave Trade - Colonies and transports which are raided could have a small percentage of the population stolen and transported over to these planets ? Again this would effect relations with nearby Empires. And would help you to get species from many planets in your planet.

Drugs - This is something i had in mind for sometime. These systems over time could start generating their own luxury resource(drugs) which is unique to these Crime/Pirate worlds. This could be done with a special building either you or the Pirate would have to build after reaching a certain milestone in your crime rating on the planet. I'm still trying to think how we could link this to the smuggling system. Maybe once a planet has access to these drugs they get a serious negative modifier for happiness when they run out of the drug? Would be an interesting system to test. Any Empire keeping the drugs out would also have the incentive to create a massive fleet of escort ships in order to ensure these drugs do not come through.

Mercenary - I can image such planets could also give us decent Intel on who is using these pirate factions. Any Empire which hires any pirate faction based on your planet for defense or a bounty mission you get a higher chance of getting access to that Intel. Maybe even influence decisions for these empires?

I do not want any of these systems to be just sliders and buttons, the activity and the result should be very much visible in the simulation. In the end i am visualizing a planet which has multiple pirate fleets deployed in your system and even getting repaired in your space station. Raiding fleets depositing their resources and slaves, smuggling ships going too and fro from your planet and your Empire. Maybe even permitting few pirates to build ships in those stations? as these systems grow, i can imagine they can be a massive asset to the one who owns it and a massive pain in the ass for any Empire which has colonies around it. Could have interesting diplomatic ramifications. Maybe have the Noble Empires launch a crusade on these planets...

What do you guys think, a silly idea or something which is actually plausible ?
