I want to make a pitch that this should only be when in port.
Is there a case in WWII history where a unit left port as a raider, and didn't stay on a raider mission the entire time at sea.
The challenge, as I see it, is that if the Germans raid, the UK needs to use smaller fleets or, with the rules for engaging at sea, it takes insane luck to stop a raider, especially early in the war. You can chase a German raider with all your carriers and surface fleets and they almost NEVER engage. Even after the air "spots" them, surface fleets don't engage. So to have any chance, the UK seems to need to use more, smaller fleets to increase the odds. But if you do, you end up with small, unsupporting fleets vulnerable - right next to the Axis.
