It seems to me that flak guns never shoot at recon planes.
Is it true? Why?

They do sometimes and I have plenty of them shot down on both sides.

Recon was built not to get shot down though. They tended to be very fast, or very small, or only engage from a camera distance and not close up. So flak naturally shot down fewer of those than they did of dive bombers homing in say or slower moving level bombers. Even fighters did not have that much success.

The Soviet side builds very few recon - and if they lost much more under v1.11.03 flak after it has been buffed they would effectively be blind for the whole game.

You know the game missing something about recon for Soviet side
STAVKA received many information about the Germans unit and movement from
Local eyes on the ground, this is not representative in the game

This point has been made before but no response as yet. I think it would be an additional bit of code so probably they don't have the ability to incorporate it into version 1. Hopefully in WitE2.

Seems like it wouldn't be that hard to incorporate. If you base it on the population density of a given occupied hex. Forces occupying a large city should be very well revealed by this. Whereas towns might only provide one level of improvement in visibility into the unit.

To make it more accurate (but complex) you should also factor in how recently the area was occupied (greater intel benefit) or how far behind the front the hex is (less intel benefit). But this is only my opinion.

Also the presence of Soviet partisan units nearby should increase det levels.
