10.1. Variable Initiative
PBEM and Hotseat Exceptions: In PBEM and Hotseat games, the Initiative remains fixed in the order established on the first Turn of the game.


I’ve been doing some hotseat testing and the initiative is not fixed. There have been multiple occurrences of the sides switching to be the first player. Actually, I prefer that PBEM initiative is variable.
The manual paragraph quoted above needs to be edited to remove the reference to hotseat not being variable.
