I'm paying as Axis 1939 Champagne.

1. Italy is low on supplies and Germany can send oil and iron but I cannot find a way to send supplies. the manual did not provide me with an answer. It looks like supplies are port to port and cannot be sent by rail?

2. I've put most Italian coastal units on garrison but now I want to use them. I cannot make them active because I get a message Not Enough Logistics.

Italy has 1282 logistics and stockpiled 314.

How much do I need?

Supplies are 'infinite' by themselves.
The problem is how many supplies you ferry / ship around.

Supply lanes follow the railroads and spread from there.
If you are oversea, supplies arrive to the port - in the measure of 20 per Port Size unit. (ie. Rhodes having Port Size 2, nominally receives 40 supply - which means it supplies up to 40 'health points' of troops. A full strength air unit is 20, an italian small corps is 20 too).

Interdiction (presence of enemy air / fleet within their range of the port) can shrink the port size from its nominal factor to a factual factor. (ie. Rhodes could just be worth 1, and supply thus 20 'health points' of troops).

On point 2, it does not just cost Logistics, but also regular production to get back to mobility an infantry unit.
I believe it's 5 logistics and I do not remember the production value, BUT you can easily discover that. Start a new game, note how much you have stockpiled of Logistic and Production Points. Turn an infantry static. Check again your stockpiles. See how they changed.
Remember cost is proportional, Infantry Division is worth X, Small Corp roughly 2X (with roundings), and Large Corp 3X.

I fixed the production grab in all scenarios. I realized so many units that should be in garrison status weren't. Like all of the coastal Italian units. I did beef up their strength though.
