Playing with Diplomacy on - it seems no diplomatic points are generated.

There are just the starting one(s) depending which faction one plays, but then there are never influence points generated at all. So pratically even playing with Diplomacy On, it's like it's off.

Or is there a bug that prevents the generation of diplomatic points?

It comes, it's just not a often. The game is meant not to be played with diplomacy. If the amounts are too low I can always modify it in the editor.

I'm in March 1941 as Germany in the 1939 scenario and I have yet to get another influence point.

I have played the whole game now for first time. from 39-45 axis side. I think I got 2-3 diplomatic points over the course of they game and they didnt seem to make much difference.
I had diplomacy on.

Maybe you could key the influence point to specifik events like when taking important events like Paris, Vichy, Madrid, Gibraltar, Alger, Malta, Alexandria, Cairo, Warsaw, Riga, Leningrad, Moscow, Rostov, Sevastapol, Oil hexes and Baku for Axis or similiar. For Alies the liberation of Paris, Vichy cities, Rome, Sicily, Tripli, Tobruk, Warsaw, Ploesti, Axis minor capitols for an example. And each objective gave a diplomacy point(influence)
Along with some automatic point each year spread out for both axis and allies to be able to sway the opinion of minor countries.

I'll work the math on it. It might be off. Nothing is perfect out of the box. Thanks for the data collecting.

The one place where diplomacy makes a dramatic difference is in the 39 scenario and if used on the Soviets. I've tried this on other countries and in other scenarios and the effect is fairly negligible with this one glaring exception. I think there is a bug here. If you dump all your influence on the Sovs in this particular scenario, you can greatly increase their readiness and even bring them into the war early. I tried the same thing on the US, but if you are lucky you'll get a 10% increase in readiness there, for example. That's a nice a bonus, but nothing drastic.

Yes - a Major should not be able to influence another Major unless they have lesser production capability before the production modifier.

Did the same as Flavius, Germany can influence Italy for instance (but by how Italy is 'industrialized') it hardly impacts much.

On the other hand a 10% production for many turns given to Soviets or USA ... is quite hefty.
