Why is the bar what is it it not in manual

In the roster you see
A Blue and pink bar that gose up or down what is it?
When soldiers rest is full?

A old game but want to know

Hello and welcome to forum. I apologize for initial responses but there is a reason for it: this forum has seen spammers posting links to dubious sites, so we tend to be overly careful with new members. It would have helped a lot if you had provided information about the game and verbal description of your problem in the first post. Anyway welcome aboard and don't be too scared of the old geezers around here.

Try opening your image(usually png) with paint then convert image to jpeg and then send to desktop for uploading to this forum. Other suggestions might help too.
