I use the same way on D21 to emphasize unit's firepower.Now every Corps have a separate HQ,make them perform better when face defenced enemy.
And let me show some amazing map of this scenario, the biggest battle after WWII(more than 144 divisons ,1.4Million soldiers in total)


Doom of Xuzhou Bandit-Suppress HQ,Last mobile force of Chiang Kai-shek.3 Army,8 Corps,21 divisons were destroyed in this encirclement
