Can Allied carriers receive full replenishment at Noumea, including a resupply of torpedoes?

It depends on the size of the port. See the port load rates in the manual. AKE's can replenish CV's in any base. The AKE must be full of supply....GP

At the top left corner of your map screen is a row of tabs. One of them has an "I", for intel IIRC?

Hit that tab and you will see a row of options to look at. One of them will tell you if the type of aircraft you need are in supply as "ready"
That does not mean that you will get them automatically, but sometimes just "parking" your CV's in a port of sufficient size will allow the "requests" for the planes to get back and allow you to get the planes.
Also...on the squadron details on the CV screen itself, the bottom row will tell you if there are planes at hand in the pool.

I mention both ways to check, as you are one of our newer friends and want you to explore this great game, and find different ways to check for info.

The folks in this forum will always be eager to help our newer friends.

Check manual p288. See CAG (Carrier Air Group) Rearm. Rearm costs for sorties are 500 and torps are 1500. So you need a pretty large port, and/or NS devices to reload torps. I don't think Noumea's port could handle it early in the game. Of course AE/AKE's could also do it, if of sufficient size and loaded with supply.
