Anyway, I seem to have found the issue. I played around in the editor and can get this to occur whenever the mission hits the BINGO fuel state. At any other time the tankers remain on station. So missions that look for a tanker before hitting BINGO, or those directed to a tanker before BINGO will work normally.
I'm not sure if this is WAD, I can think of reasons why I wouldn't want tankers flying out to meet a mission half way, especially if they have been instructed to remain on station.
