I do believe so. Still one must remember it tries to follow the objective tracks that the creator programmed in.

The air battles seem to be a bit improved. It also seems to have a slow learning curve when it comes to some of the new naval bombardment and sea interdiction mechanics. Many of those are because of the objective tracks. I had to modify my scenarios for version IV to compensate for the naval movement being fired on. The escorting of naval movement is certainly improved, but not perfect.

I also noted in other scenarios that it has been able to accomplish some fairly sophisticated breakthroughs and exploitation. It was good with version III, but IV takes it to a higher level. It also has shown some unorthodox moves that have taken me by surprise. Sometimes more interesting than a human player.
