Gave up playing on my laptop years ago in favor of Panzer corps on my IPad. But thanks to walmart and cyber Monday I’m getting a laptop for Xmas. Looking to buy a couple of games and this game interests me and order of battle series also. Is this game easly moddable and can you create your own scenarios? Is there a campaign option for this game or is it just scenarios? Thanks in advance.

Modable is a broad term. You can change some of the graphics. You can change equipment data. You can make your own scenarios. You cannot make campaigns in the sense that you play a battle and then use the same equipment/units to go on to another battle.
