Automatic repair does not mean guaranteed to repair. However do make sure the HQs are at least in range of the railhead. I find moving an HQ to 1 hex away from the railhead almost guarantees it will come out to repair. When it is out of range it is guaranteed not to. It is difficult to tell from the picture, but it seems you have left the HQ still in Poland presumably far from rail repair?

During your initial advances you might want to reassign all construction Bns from the various HQs (except FBD of course) to OKH for maximum range of action but little control over repair location.
Army groups have less range of action but offer a little regional focus for repair work. This at risk of having some unused if suitable repair locations are not in range or blocked.
Support levels in these HQs need to be locked though or they would be spread out to lower HQs again.

thank you for your advice,
effectively, as soon as the construction battalions are switched to OKH they start working immediately.

Actually when the OKH and AG construction battalions go "on map", and there are very few left off map, they do not go to lower HQs again. So one possible compromise is keep corps HQs with 1 or less construction and army HQs with 2 or less locked until then and then unlock all. You should find none go to lower HQs.

I have positioned almost all the Battalion Contruction in the OKH and I use the FDBs to choose the priority axes in this way I find it works quite well.

Although OKH works well - it will probably mean either the far north of the map or the far south (probably both) will not be repaired - so you will want some in AGN and AGS too

I typically move OKH to Minsk once all is clear and had no problem spreading CBns into north/south region
