just figuring out that subs on a sea patrol mission have radars on (Emcon for the mission is radars on). Not really a bug report, though not sure this is intended either.

I've seen a couple subs with radars on recently, I think this was why. Not a big deal if you are on a SSN in deep water, but if it is a SS and you have to snorkel or a SSN and you are in shallow water it is a bit of a give away maybe?

Yeah this has been the case since day 1. Scenario designers need to adjust the EMCON settings when building the patrols. I'm pretty sure its been reported a few times in the tech thread but it would be nice if subs defaulted to passive EMCON. Not a biggie in the grand scheme of things though.

It depends. They need to balance the risk of detection versus the risk of collision. Being run over by an oil tanker at night might make turning the radar on a better option. Submarines operating in deep water don't have to worry much about collision except possibly with hostile submarines or an uncharted seamount. Submarines operating at or near periscope depth, on the other hand, are right at that depth where a larger ship could run them over without even seeing them, so collision avoidance is a high priority.

Older submarines don't always have night vision equipment. At night they might turn their radar on while snorkeling or operating near periscope depth in order to avoid collisions.
