What is the purpose to include in the scenario x# of aircrafts that are unavailable due to maintenance?

If base is designed for possible target for attack, planes in maintenance are good thing to have.

If they are at single-unit airfield that is not meant to be attacked, they are bit "waste of space" apart from adding flavour.

As Sardaukar indicated, it does depend upon the circumstances...

1. If I have a computer only side using single unit airfields then yeah I don't include them; I just number the aircraft so some are missing in sequence (If I even do that).

2. If I've surged aircraft to a base for the scenario, well the "Hanger Queens" have been left behind so you might have 10 of 10 usable aircraft for the reinforcing squadron while only 8 of 12 are available for the locally based squadrons. One could argue that some of the reinforcing aircraft would also go down for maintenance, but when you're trying to compromise to keep unit counts lower you have to make some decisions. I did this with the Senkaku Island Clash 2019 scenario I recently submitted.

3. Then you have that situation pointed out in the link. Soviet Backfires in the late '80's had engine problems and only a 30% to 40% up time so that 12 plane squadron may only have 3 or 4 available and if the base is able to be attacked 8 to 9 fat targets.

Now whether each aircraft should be worth points was another whole, drawn out, debate in its own right.
