According to the manual, "The cost of transferring antiaircraft units from a city to a High Command headquarters unit, however, is 3 for an AA battalion, 10 for an AA regiment, 15 for a German LW or Soviet PVO AA battalion, and 50 for a Soviet PVO AA regiment." (Section 12.2.3)

However, the actual cost seems to be either full, 1/2 (e.g. Odessa), 1/4 (e.g. Smolensk), or 1 point, in which case regiments are also only 1 point (e.g. Riga).

Is this by design or a bug?

It was changed, now the cost depends on how close the enemy is to a city. The minimum is 1, the maximum is A LOT. But there are no real tables how to calculate the actual AP value (at least I don't know them) and no undo button. So you go in blind and click the button, sometimes you pay 2, sometimes 16 It's generally safe to click when the Germans are circa 5 hexes from a city, but as we all know the panzerkorps travel much farther than that. You can also try to spend APs on something else and leave saving AA when you are below say 12 APs, so you don't blow them all on one battalion ;)

Aha. Thanks very much.

I didn't see any reference to that change in a quick search of the patch notes. Is there another place I should be checking for questions like this?

PVO Regiment
15+ hexes = 50AP
<15 hexes = 25AP
<10 hexes = 13AP
< 5 hexes = 1AP

PVO Battalion
15+ hexes = 15AP
<15 hexes = 8AP
<10 hexes = 4AP
< 5 hexes = 1AP

Since a battalion in this case is only 1/5 the size of a regiment, it doesn't make a lot of sense to pay costs of more than 1AP for the battalions. In other words, leave battalions where they are until the enemy gets from 1-4 hexes distant. Regiments pretty much the same. You could conceivably do it when the enemy is 5-9 distant, but the cost is pretty high. Anything over 10 hexes and you're really wasting AP.
