Playing SIMEX 2018 I had SSG 73 with both diesel and electric motor damaged and so unable to surface because it was a zero speed.

I have updated to version 998.9 and the Collins could surface, the strange thing is that as soon as it reached the surface the batteries started recharging, even if the diesel was still damaged and the sub unable to make any speed.

Australian ingenuity - we have those backup generator bicycles and hamster wheels just for these instances.

Damaged engines allow for up to 50% normal speed -- in the case of the save game the SSG can limp along at 1kt, but the majority of that speed reduction is because the hull is about to fall apart. :)

I've added a check to prevent recharging from destroyed engines and another to reduce recharge to 50% normal for damaged engines, matching the propulsion reduction. This change will be in the next update.
