I understand that you will limit the Operational movement of air to Russia. However why is it a restriction when Allied Air or land units are in Russia or Persia. You cannot OP Air Allied units when units are in Russia or use the trains in Persia and I think Iraq. This is noted in MP play. Supply is at 5 in the cities and towns along the rail route, that is not it.

It also appears that you cannot launch air strikes as well.

You should be able to launch air strikes providing all Majors involved are at war with the same enemy (which should be the case once all have reached 100% Mobilization in the default campaigns), but in terms of operational movement this is to stop Allied forces operating into the USSR to fight on the Soviet side as if they were full Allies of the USSR.

If it's a single player game then you could email me a save file, preferably zipped, to bill.runacre@furysoftware.com as I'll happily check that everything is worked as intended (also let me know which version you're playing too).

I was able to launch strikes. Must of been because of the weather.

In one AI game the US sent units to Russia via Persia I guess. I assumed this was a viable play.

Stalin should intern the imperialists within Russia's border... maybe taking the units at str 1 or/for MPPs?

Korut, I don't know about that but I had heard that men that merely exchanged hellos and goodbyes with American Troops at import zones in Murmansk or other locations were sent to Prison camps in case. :P So I doubt Stalin would trust anything but receiving equipment.
