I have read through Walloc's thread for background. But in transitioning from scenario play to a pending campaign game (all vs human opposition), I have some questions:
1) No discussion was found regarding the wisdom of evacuation armament & heavy industry. More arms & HI later seems to be desirable if can be done without loss to evacuating vehicle & plane factories. Is more than 1 pt of each arms & HI warranted given production delay after relocate and expansion rate?
2) No mention as to how far back factories should be evacuated (assuming beyond German campaign penetration). Is it possible to move factories to off-map cities; is so, how is this done?
3) Perhaps its in the the details of the rule-book, but is there a limit as much industry a city can efficiently support vs the city population? Is city more efficient if HI is also present in the hex.

1) Not sure if I understand the question correctly but arms&HI do not expand. Let say you evacuate 1 arm point from 8 you are stuck with the 1 point and it will never expand. However the 7 points left in that particular city can be still evacuated.
2) No, its not possible to evacuate to off map areas.
3) City population doesn't matter, however there is a limit have many factories can be in one city. If I recall it is something between 20 and 25. Neither matters the factory composition in a city.

I have only played one game as Soviet vs. human. I can find no further wisdom about where to place your factories. However, it is best to move the specialist factories as a block rather than in parts. Otherwise damage is applied to each part, and recovery percentages are smaller.

Sillyflower is the acknowledged expert and claims HI is a priority over AI. Check out his posts as Soviet.

Hi wga,

As the game changed massivly not to long after the guide was writtten. i wouldnt count ot much on it any more. Seems like the dev read it too.
The whole section on arms/HI is bascily useless now. Bakc in the day u didnt need to evac HI, u very much do now. Only the math around which size it pays the most to evac is still valid.

AS too the secound question. As distance doesnt matter there is no reason not to evac the factories as far back is possible. As Bobo says there are limits om numbers to each city, but there is lots of cities near the east edge of the map. So room for lots there.

Thanks to all for the input.
My summary:
As Arms/HI do not expand, it makes sense to save what you can with priority to vehicle/plane factories you want to save.
There are a lot of 2,3,4 point arms HI. Quick experiment shows i end up with 50% damage if I move them as a block, much higher damage if I send in little pieces. Likewise the time delay Txx does not seem to change that much as a function of distance. If they cannot be moves further east off map, I will stop trying to figure out how to do the impossible. There are also a number of little cities (pop 4) that might want full employment putting together submachine guns. There is no inter-dependency of co-located factory types to worry about. I assume numerous arms points moved to the same city will not recombine like cash.
