Pretty sure I read a dev post that to isolate a port you need 4 points of interdiction higher than the enemy.

I have an amphib TF covering Palermo and in the 4 sea hexes surrounding Trapani interdiction levels are as follows

axis 7 allies 16
axis 5 allies 16
axis 1 allies 12
axis 4 allies 15

I achieved this by creating 4 naval interdiction directives to each of the 4 sea hexes, yet this still isn't enough to isolate the units within these ports.

What am I missing here?

the Allies is 2 or more than the map value of the Axis,
the Allies have control of the hex. When interdiction is
shown, enemy controlled sea hexes are shown in red,
neutral are shown darkened, and friendly control is
shown normally.

That will be what im missing then!

Do coastal airforce escorts count for raising interdiction or is it only planes in the bomber role that count?

I assume its extremely difficult if not impossible to isolate those ports with the air assets on hand on the BI scenario?

Fighters can lower enemy NI and shot enemy bombers and fighters. Bombing ports lowers enemy NI as well. All of this works to gain naval control.
