China and Malaya have a lot of airplanes that dont seem to be able to hit a cows a*** with a banjo - im thinking of all the sonias, marys, idas, the list is endless - what it is the recommended thing to do with them?

use them and hope they eventually hit something?

leave them grounded

or train in them in some back water and upgrade them later?

Training pilots. They are great for that and free up modern aircraft for fighting.

1E light bombers can operate without penalty from small L2 airfields, and their service rating is usually low.. I would use them as secondary bombers in areas with low CAP and AA. They are perfect for China,

Yep, that and training. Keep in mind that early in the war you could use some planes that'll operate efficiently from small forward air bases. These are them, especially the Mary's and the Ann's as they carry one good sized bomb.

Sonia has a camera, and can be used in very short range recon.

Mary and Ann are good bombers, keep disruption up and don't eat a lot of supplies, fly from small bases. Might make for a last resort kamikaze in the end. Also can be used in ASW.

If no house rule against strategic bombing in China, then use them for pulverising the Chinese industry. A 15kg bomb is as good as 250kg bomb in destroying LI/HI. Plus, your supply cost for such missions is ridiculously low.
