Fatigue, morale and distance from associated HQ seem not factors to dictate unit's MP.
Why does the unit's MP vary so much and what control the MP?

If enemy ZOC is a factor to affect supply,
why 33-9 unit has poor supply and 28-36 is not as both of them surrounded by 3 hexes occupied by enemy units.
The unit turns red from blue after Turn.

MPs also depends from admin and initiative ratings.

The dice rolls for every unit separately(if I am not wrong), one unit passed the check other not.

Yes, as in one case the rolls might be passed, while in the other failed.

However, for a motorized unit to have so small MP at start of turn usually means lack of fuel.

This is all explained quite well in the manual.

Hotec,

I am enjoying watching your questions. I suggest that you will learn faster if you use the manual rather than asking questions and waiting for replies.

Make sure you use the updated manual. You can find it in the sticky notes section of the general wite forums.

I suspect the SS PG division is outside the command radius of its HQ -- keeping units (particularly motorized/armored units) in command seems to be the most important factor in getting high MP allocations. Sometimes it can be tricky to tell if a unit is in command, because even though it is within 5 hexes of the HQ, the MPs are too high. Before I end every turn, I check the Commander Report and sort for all units that are out of command. I almost always find a couple where I forgot top move the HQ or where I did not keep the HQ close enough.
