Neutral ships always visible at scenario start?

I am trying to create a scenario with three sides.
Germany, Neutral and Pirates

Germany is hostile towards Pirates, Pirates hostile towards Neutral and Neutral is Neutral to all.
No side is omniscient and Neutral side is set to "blind".

If I start the scenario, the german side can't see the pirates, but every neutral ship that was placed on the map.
I checked that I places the neutral ships while having the neutral side selected, but no matter where I place a neutral ship, 4nm or 65nm away, they are always already visible and identified when I start the scenario.

Any ideas what I am doing wrong?

Do you have God's Eye View (see all) set to on under editor?

No God's eye view set. I set it while putting the scenario together, but then deactivated it again before saving the scenario.

I have never seen that. I have played many scenarios and neutral ships have to be detected. Could the scenario have been built with auto-detect on for those ships?

I went back into my scenario, removed all civilian ships *and* the civilian side.
Then I re-added the civilian side and some ships to it, and now everything is working as intended. No ships are pre-detected anymore.

I had the same problem with neutral ships and planes in a scenario I set up. I haven't tried to delete the side and build it back again. When I built it, I alternated between sides and ships and planes for each side as I went.
