- I've had an admiral with the military ship maintenance savings skill, it has never increased despite leading a capital ship/cruiser fleet for decades. I assume the trait is broken ?
- the bonus/malus from admirals is doubled for the ship that hosts the character, is this intended ? If this is the case, then something should be done about the hyperjump speed trait.
When the value for Hyperjump speed is negative, it makes the leading ship always lag behind instead of having all the fleet hyperjump speeds adjusted on the slowest ship. There's no real problem when the value is positive, since all the ships fly the same speed unless it's a "safe operation" (repair or refuel to a friendly spaceport for example)

- I've had a diplomat with the espionage skill. It provides a little bonus to my spying missions against the empire where he is located so I assume the trait works BUT its progression seems broken. This skill never increased despite several successful espionage missions against that empire.

Seen with version

I've had the problem with military ship maintenance savings but noticed in my current game that the ship captain with the skill had it increase when he was waiting at the home world (I assume from the military ships being contructed at the spaceport) but the skill never increased while he was captaining a ship.

I have yet to figure out how to get the fighters skill to increase. My admiral has been in several battles where fighters have been noted as doing 50% of the damage but not a percent of increase.

Your diplomat will probably never increase espionage skill unless there is an inspiring character around. Seen the that when leaders have tech skill traits - nothing increases them apart from an inspiring character at the same location.

Really this is just scratching the surface - the character skill levelling system is a bunch of quirks... I share your bemusement.

I remind that in Legends the maintenance savings increased simply by leading a fleet, and the fighter skill increased by fighting with ships hosting fighters.
But I can't remember having an admiral with the fighter skill in Shadows, I probably didn't meet that issue.

Anyway you're right, this is just scratching the surface, I already reported some other character problems. It looks like the upgrade from Legend to Shadows has messed up several things about characters.
That's the entire character mechanism that needs to be checked piece by piece IMO.
