Is there a way to base a bunch of ships on the US East coast and United Kingdom but make it so the player can only release a few ships of his chioce at a time to the Pacific?

In other words, I'd like to station maybe 10 battleships at East Coast USA base. From those 10 battleships the player could choose to assign say, 2 ships to start off with to move to the Pacific ocean but the rest would be locked up at East Coast. So the player would be able to choose which two ships he wanted to move at a given time. Can anyone think of a way to accomplish this?

The only way you could do it is with house rules. There are no HQ limitations.

Just an idea for a future patch maybe.

Just for modders maybe have a toggle in the ships database whereby a particular ship can be held static in a port until political points are spent to release the ship. So for instance I could have 20 ships docked in East Coast USA representing part of the Atlantic fleet. Using polititical points I could release whichever ships I deem most needed from static dock and send them through the Panama Canal to the Pacific. Obviously CVs would be the most expensive to release all the way down to subchasers or small merchies or what not which would be the cheapest. On top of that there could be a "release" date at which time the ship will no longer be static and can be moved without political points. So in order to hurry a ship to the Pacific I could spend political points to get it there quicker.

Just a neat idea I would think.
