Watching closely in my current game (1.7.0.7) I have discovered a source of bogus reservations. In case it matters I play with manual constructors but sometimes queue a project or two in advance.

What I have noticed is that when a project is queued reservations are made for the resources needed. However when the constructor finishes the previous build it re-reserves the needed materials. Hence you have duplicate reservations and only one lot will ever be picked up. (Hyperbolic comment: multiply by a hundred and you have a huge source of demand which can never be cleared.)

If it turns out that this is peculiar to my game/system I can provide a savegame.
