I have a transport TF docked at a port, size 6 with >100,000 supplies, and loaded with 3400 supplies, 2 AKL's. I have PT's available to create. However, the "Create PT" button is greyed out on this TF. What am I doing wrong?

Is it an American Port? You cannot create them at most if not all commonwealth ports. Landing craft too. What is the date? You have to have them in your pools. You wont see them in early 42.

Also check your Ship Reinforcement screen. There is a box at the bottom right that will indicate if you have PT boats in the pool.

The port is Noumea. I just changed the base ownership from French to South Pacific HQ.

The date is April 3, 1942.

I have 14 available PT's to create (in my pool).

Still does not work...

I will recreate the TF at the now American port to see if that does the trick.

I don't recall the exact details but creating PT boats from a TF usually require that the PT boats be created at a port OTHER than the one at which the TF was loaded. This is to simulate moving them from point A to point B. It MIGHT also be necessary to load the TF in a port of the nation of the PT boats. Not sure on this.

Recreating the TF did not work.

I will try to create and transport to destination.

I believe that the transport TF will have to be a USN TF also.

I notice the ships were AKLs.  I think they need to be xAKs.

The requirements are more stringent than I had thought.

The TF must have loaded at the National Home Base (for the TF) and must be unloading at any other ON MAP base.
Only ships with a cargo capacity greater than 999 are considered.
Only ships with 50 or more supply actually on board are considered.
Nationality of small craft is determined by National Home Base.

All this means that a US TF that loaded at San Francisco and that contains one or more ships with 1000 (or more) cargo capacity having at least 50 supply points currrently on board can "create" US PTs (or other small craft) at any base other than San Francisco.

Or, logically, the TF must have loaded at the main base in the US, be offloading somewhere else, have ships big enough to carry a PT and having enough supply points to represent a PT on board. And, of course, there must be US PTs in the queue. The nationality of the unload base is not important.

That's the way it is.

That is helpful. I really did not know I could use a loaded American TF to create PT in a foreign (non US) port.

Are only American PT boats available during the war? Ok the Brits and Philippines get a few at the begining of the war, but I'm not sure if the other allies actually get some more.

British MTBs are included at start.  I believe the US is the only Allied nationality that gets new ones, though if lost older ones will respawn after a while.

Then I'll have to send a couple of American AKs to India. I really need some PTs in the area around Akyab to choke off the occasional unescorted convoy that is sent there to provision a large Japanese force. The four remaining Briish boats always scoot off after sinking r damagng a ship even under favourable conditions

The Brits start to get MGBs at Bombay and Madras (perhaps some other ports as well) in late 1943. They are very fast and carry a good torpedo but you don't get many. So far I cannot create them by spending supply. They just arrive like regular ship reinforcements. I have gotten only about 20 by 1/44.

Some of the Motor Launches they get in early '42 can be converted to MGBs.

Any of the MGBs can be returned to the pool so you can have a stockpile that can be created at other ports than where they arrive or convert from.

Yes, this is right, but I don't recall them as being very good. That is, they were very slow.

Yes, MGB's are slow and frankly I convert the bulk into ML's because of their AS value. MLs are decent, short legged escorts for barges and xAKLs. MGBs can only be employed PT style squadrons. BTW if most of the HMLs are sunk (as happened to me), MLs are good at harbour defence of top ports with the added advantage that they can form ASW Squadrons.

Can someone confirm that it must also be AKs or xAKs, i.e., that xAKLs are excluded?
