Red Grand campaign started with 1.00, updated with 1.01, turn 8 or 9 onwards:

Chosen factories esp.(?) in Moscow, apparently no matter what type, like armaments, planes (Pe-3, Il-10) now often don't seem to appear in the destination city. But they can be chosen in the original city again.
Nevertheless the required rail points are substracted for those ghost lifts.

My procedure of evac:
1. In rail mode, L-click on the city name at the top bars'right.
2. In the factory evac window in the column "Move" choose the facility and its ammount by L-clicking on ">>"
3. On the main map R-click to the city of destination.
4. There, in the industry window, you'll see the evacuated facilities damaged.

WAD? Evac cap? What am I missing?

I would attach a savegame, or pm it to you, but even zipped those still are some 2,6 MB big. Too big.

Problem confirmed. There is not enough free slots at the destination, but location still shown as valid place to move factory to. Some other problems as well. Will fix. Thanks.

Apparently there are "only" 20 slots altogether per destination.

Pavel also guesstimated: "Theoretically some [armaments] with equal damage % should be able to merge."

Provisional workaround: Choose cities less crowded.
