About 30 turns into the game, I noticed that Fort construction at SFX CA had stopped at 76%. I looked at WitP Tracker AE

I turned expansion off for 5 turns, then back on - still 126 in tracker, 76 on base screen

That usually only happens when one has port or AF damage, which needs to be repaired before fort size can increase. But if this is SF in West Coast USA, it'd be quite strange to have that.

Or changed them to Strat/Move/Reserve mode?

I haven't moved any LCUs from SF - just sent a little supplies, fuel and planes out.

I will go back and check to see that the engineers have not changed status - I have not changed them, but you know how computers are. :-)
