Please advise if low 0% say moonlight favours Japs in night surface acrtions ( or does it ) , I assume the range will be close but what about other issues...

I'm not sure about that thread but I have seen plenty of mention of less moonlight = less visibility. It's definitely been discussed that less visibility (be it from weather, moonlight or whatever) affects combat by decreasing maximum visibility.

I think higher crew quality/experience allows better chances for spotting, so that translates into an early advantage for the IJN vs USN (but maybe not the RN).
