Well, the problem with laws that the idea of rule of law got totally compromitated in the XX century with things like lawful gassing 6 million of illegal criminal Jews and persecution of those criminals from "Solidarność".

Let's be honest, there's no chance to create a rule of law after it has shown it's true face.
