Unloading Damaged ships

I always thought it was odd that a damaged ship with troops/supplies could disband in port but not unload while disbanded, I mean the ship is in port/dock, so why couldn't the troops leave the ship?

Ships with troops cant disband.

Ships disbanded in port USED to unload, but players complained about it so much (there was more demand for loading a ship and leaving it in port than disbanding and having it unload) that it was changed. Because of limits on the engine, it has to be 1 way or the other and player demand has determined that this is the way it is.

The game difference between a TF in port and ships disbanded in port is the TF is the response and effect of air attack. IRL, air attack was seriously disruptive of refitting/rearming/refueling.
