I was looking at the screenies today and noticed that the tooltips for bases show a detection level. What I saw was Panama with a 0/0, Rangoon 0/3 amd HK 2/3. What's the significance of these numbers? Same as WitP (i.e. out of 10)?

Well, one thing it does is tells you if planes / ships are present at a base. Unlike WitP where you can tell which ports/airbases are occupied no matter where they are on the map. In AE you ONLY see that little enemy airbase/port symbol if the base is occupied AND you have reconed it enough to get a detection level high enough that allows you to have this information..

Well and there is an even bigger consequence - in stock - the Allies can inspect the aircraft data about bases prior to executing their turn and they know the Japanese have already made their move. The enhanced FoW in AE will remove this "auto" advantage. Now the advantage will only exist if the player has reconned the base sufficiently, though the data will mostly be more inaccurate than stock anyway.

Even as a predominately Allied player, I'm glad to see this change.

Basically it removes the ability of the Allied player to pinpoint the Japanese major air bases in a single turn and methodically close them while destroying hundreds of a/c on the ground.  It is a good change.

No, actually it doesnt. What it DOES do is reward the allied player that is smart enough to fly recon missions. If you fly no recon, you dont have a clue where the Japs are hiding. Fly recons to every major base in the area, and you will have a pretty clear picture of whats going on, not quite what you have now in WitP, but close.

OK, so what does 0/0 mean, or 2/3?
