With FOW off, I started an Easy game as Union. The Military Forces Screen shows the Union has the following numbers of leaders in 5 to 0 star order: 1/2/7/40/15.

With FOW off, I started and Easy game as Conf. The Military Forces Screen show the Union has the following numbers of leaders in 5 to 0 star order: 1/3/11/77/79;
trying again 1/3/11/80/77.

Is the big difference in 1 and 0 star leaders due to the Military Forces Screen being only intelligence estimates?

BTW, these Union leaders blanket perhaps 90% of all Union Regions! I'm guessing this is a clever way to maximize training?

The AI cheats and activates many more leaders than a human can. Thats per design as the AI does not know how to effectively use leaders so it gets more leaders to work with as a compensation

O'K... Along the same line then-

While I've only started a couple of games as the Conf., I've noticed that the Union always invades Kentucky on its 2nd turn but Kentucky has never gone to my side. Just luck or computer cheat?

In my 3rd testgame as the CSA, Kentucky joined the Confed.

The help level does impact the chance of Kentucky going to one side or the other, but at Normal level, there is no AI "cheat" on this issue. The manual describes how the help level impacts the Kentucky question (the note in red in section 15.2.1). Yes, the AI gets more leaders, but as Jan said it's doesn't really take advantage of these extra leaders as a human might because it's just not as smart as a human. We thought it was a reasonable "cheat" we could allow the AI to help it compensate for typical AI issues.

In my 2 games as CSA, USA has invaded KY on turn 1.  First game KY aligned with USA but never became a state.  2nd game KY became a CSA state immediately.
