In the current edition of War in the Pacific one only pay a modest one time political point fee to avoid the withdraw of Royal Naval Units. Is this reasonable?

These ships are generally required operations off map, some of which are:
The Invasion of Madagascar – This may be on the new Admiral’s Edition map?
Operation Pedestal – Malta Convoy(s)
The Invasions of North Africa, Sicily, Italy, Normandy, Southern France, and other operations.

Therefore the failure to withdraw these major units could have a significant effect on the other war in Europe.

Should this could be modeled as:
A more significant one-time political and or victory point penalty.
A continuing modest political / victory point penalty until one of the following occurs
A - you withdraw a unit of that type
B - the non-arrival of a unit of the same type.
The possibility of an off map event being delayed or failing. This could result in any of or all of the following:
Loss of political points
Loss of victory points
Loss or delay of reinforcements.

The withdrawal of Royal Naval escort units with the withdrawal of a capitol ship should also be looked into. Is only two destroyers a reasonable average? If they are not or partially taken there should be a chance that the capitol ship (and even escorts) are lost in route to Europe, costing the player replacement withdrawal(s), victory points and any of the effects above.

Example:
March 1942 – the withdrawal of a carrier is required – I choose the Formidable, with out escorts – It suffers the random event – Sunk enroute by U-Boat in South Atlantic in April 1942. I now have a call for a replacement carrier withdraw and escorts in April 1942.
The Formidable in now listed in sunk ships at a cost of 227 Victory Points by G7e Torpedo, location South Atlantic and any other effects the of it not arriving on schedule call for.
