Probably the first thing to check would be the unit counter. What color is the little square in the top right corner of the counter? Supply Consumption is the units' required upkeep. So you could think of that as food, medical supplies, spare parts, etc If a unit can't meet it's upkeep, then readiness will take a big hit. The offensive modifier is a bit more strange. A unit uses supplies during each "round" of combat. I...

If you want France to keep more of its income, you can adjust the % sent to CSA in the convoy map. You can enter any value between 0%-50%.
